Meeting Minutes

Cloverland Lakes Committee Minutes, Wednesday, April 18, 2007  7:30 AM

Members present: Marty Ketterer, Noel Junkunc, Jim Lynn, George Zima, Chuck Spitz, Ron Richards, Justine White-Richards, Mark Glander, and Rob Krieghoff

The meeting was called to order by Chairman Ketterer at 7:35AM. Notification of posting was made at 7:37AM.

A motion to approve the agenda in any order was made by Jim Lynn and supported by Noel Junkunc. The motion carried.

A motion to approve the minutes from the March 21, 2007 meeting was made by Noel Junkunc and supported by Mark Glander. The motion carried.

A motion to approve the treasurer's report was made by Justine White-Richards and supported by George Zima. The motion carried.

Chairman Ketterer reminded the group of three upcoming meetings regarding Clean Boats/Clean Waters. April 26-28 in Green Bay, June 2 from 9AM to Noon in Manitowish Waters, and June 12 from 9AM to Noon in Eagle River. Marty noted that lake associations should be organizing their efforts for the upcoming boating season, and he will copy training material for anyone who requested it.

A lake monitoring training seminar is scheduled for July 12 at the Cloverland Town Hall. You do need to sign up in advance for this seminar.

Marty reported that Roger Gerds continues to be frustrated, but is still working on reestablishing a Boot Lake homeowners association.

Assembly of the Spring mailing materials will follow this meeting here at the town hall.

There were no public comments to record.

A discussion of "Where do we go from here?" began with a number of ideas on the table…make sure all lake associations are ready for this year's boating season…open forum where residents can ask questions of this committee…make sure we have a June meeting to ensure seasonal residents have an opportunity to attend…should we have each lake association formally present their activities at each meeting.

The next meeting is scheduled for June 9, 2007 at 9:00 AM at the Cloverland Town Hall.

A motion to adjourn was made by Mark Glander second by George Zima. The motion carried and meeting adjourned at 8:30 AM.


Cloverland Lakes Committee Minutes from Wednesday, March 21, 2007 Meeting

The meeting was called to order by Chairman Ketterer at 7:35AM. Notification of posting was made at 7:38AM.

Chairman Ketterer began a discussion on Clean Boats/Clean Waters training for volunteers. Our goal is to provide more opportunities for volunteers to be trained. We publish the dates of lake association meetings in the spring newsletter and encourage training sessions at those meetings. Two upcoming training sessions provided by Vilas County are scheduled for Saturday, 6/12 in Manitowish Waters, and Tuesday, 6/12 at Trees for Tomorrow. Reservations are required.

A lake monitoring session is scheduled for July 12 at the Cloverland Town Hall at 6PM, reservations are required.

George Zima reported that residents of Sunset Lake met in the fall and have scheduled a formal meeting to organize Memorial Day weekend. Chairmen Ketterer suggested the Sunset Lake organization consider applying for a 501c(3) status. Justine said that the Musky Lake Association is still in the process of filing for that non-profit status. Roger Gerd noted that he is frustrated with the lack of progress in re-forming the Boot Lake association.

Chairman Ketterer reported that we have received the final payment from the DNR for last year's AIS grant. He thanked Justine White-Richards for her work on the grant.

A discussion regarding what information to include in the spring newsletter included lake monitoring information, joining or forming lake associations, and encouraging volunteerism. It was decided that Chairman Ketterer would draft a letter, to be included in the newsletter, and ask for input from committee members.

A number of AIS information packets have been assembled and are ready for distribution. Committee members were asked to take them following the meeting.

Chairman Ketterer encouraged members to attend one or both of the AIS meetings scheduled for March 23.

Joe Eisele offered to place any information regarding lake association meetings on the Cloverland Town web site. Simply provide him with the information.

The next meeting is scheduled for Wednesday, April 18th at 7:30AM at the Cloverland Town Hall.

Cloverland Lakes Committee Minutes, Saturday, July 22, 2006.

Members present: Marty Ketterer, Rob Krieghoff, Noel Junkunc, Mark Glander, Chuck Spitz, Roger Gerds, Bruce Erdmann, Linda Erdmann, Howard Sauerman, Terry Howard, Ron Rozner, and Fran Rozner

The meeting was called to order and the notification of posting was made by Chairman Marty Ketterer at 8:03AM.

A motion to approve the agenda in any order was made by Terry Howard and supported by Bill Hedges. The motion carried.

A motion to approve the minutes from the June 24th meeting was made by Noel Junkunc and supported by Terry Howard. The motion was approved.

Chairman Ketterer reviewed the makeup of the Cloverland Lakes Committee membership and the voting procedures. He noted that there are no limits as to the number of residents joining the committee, however only two people from any given lake may vote on issues that come before the committee.

In the absence of the treasurer, James Lynn, Chairman Ketterer presented the financial report. He also reviewed the restrictions of the state grant. The grant is good through the month of October. He noted that this committee has an additional $500 available from the Cloverland Town Board, separate from the grant, but tied to the AIS program. A motion to accept the financial report, as submitted, was made by Bill Hedges and supported by Terry Howard. The motion carried.

An update on the Clean Boats / Clean Waters program followed. Noel Junkunc offered CB/CW packets to the Boot Lake residents in attendance. Mark Glander reported that Chuck Spitz has done many of the inspections on Pickerel Lake, and there have been no problems. Bill Hedges commented that on Musky Lake, they already have more than 220 hours of volunteer time, with most of the inspections being conducted on Friday nights, Saturday mornings and evenings, and Sunday mornings. Musky Lake has an active list of 23 volunteers, to date. Noel Junkunc reported that volunteers on Snipe Lake's boat landing have logged some 100 hours to date, and only one boater, a Snipe Lake resident, has been a problem. He reported that they have had some rain problems with their cooler (containing the CB/CW materials) and switched to a rubber storage container. Boot Lake residents have begun monitoring their boat landing, while they are working on reorganizing their lake association. Paul Johnson has contacted 28 Snipe Lake residents and has 12 volunteers. Twelve volunteers from Pickerel Lake, and the 23 from Musky Lake round out the list of volunteers to date.

Chairman Ketterer began a discussion of new lake associations by thanking those Boot Lake residents, in attendance for their efforts in reforming their lake association and for joining the Cloverland Lakes Committee. Roger Gerds noted that Ted Ritter has met with interested Boot Lake homeowners and offered assistance to them. Chairman Ketterer reminded the Boot Lake residents to ask this committee for assistance in their efforts.

The DNR is planning an extensive plant study of Boot Lake. Chairman Ketterer read from a release which gave some of the details of the planned study.

Lake monitoring packets were distributed, by Chairman Ketterer, to each lake represented and reviewed some of the information. He asked each association to review the material and to establish some form of monitoring for their lake. Marty also mentioned that recently, a fishing guide said he thought he found Eurasian Milfoil in Snipe Lake. The guide took a sample to the DNR office in Rhinelander, where it now may be lost. Marty recommends that any suspect weeds from lakes in Cloverland be taken to the collection point at the Vilas County Courthouse.

Chairman Ketterer reviewed the volunteer coordinator's duties, and suggested a new press release. He asked Paul Johnson to prepare a draft for release in late July, and then a final report in November.

Paul Johnson will meet with Noel Junkunc and Chuck Spitz to help set lake monitoring plans. They will begin by establishing a weed "base line". What a lake has (weeds) and their locations. Marty added that lake monitoring is also secchi disc reading and Paul noted that it allows you to watch the lake chemistry, as well.

Bruce Erdmann began the public comments portion of the meeting by saying that the Boot Lake residents have a very serious problem. In addition to the weed issues with their lake, some residents have been trying, to no avail, to reach the former president of the now defunct lake association, Joe Powers. Many residents have tried to contact Mr. Powers, and are becoming frustrated at his apparent attempt to avoid them. Bill Hedges suggested a registered letter be sent. Chairman Ketterer offered to contact Mr. Powers and try to meet with him.

Terry Howard is representing this committee on the Vilas County Lakes Association.

Fran Rozner asked if there was anything the Boot Lake residents could be doing now to deal with the Eurasian Milfoil in their lake. A variety of suggestions from attendees followed.

The next meeting of the Cloverland Lakes Committee will be Saturday, August 26th at 7:30AM at the Cloverland Town Hall.

Cloverland Lakes Committee Minutes Saturday June 24, 2006

The meeting was called to order and the notification of posting was made by vice chairman, James Lynn at 9:05AM. 

A motion to approve the agenda in any order was made by Chuck Spitz and supported by Noel Junkunc.  The motion carried. 

James Lynn welcomed the six visitors from Boot Lake.  These people have indicated an interest in forming a lake association and joining the Cloverland Lakes Committee. 

The minutes from the May 17th meeting were read by secretary, Rob Krieghoff.  A motion to approve the minutes was made by Mark Glander and supported by Noel Junkunc.  The motion carried. 

James Lynn began an update of boat inspections in Cloverland.  The DNR will also be inspecting boats over the 4th of July weekend.  Nelson Lake residents, with private boat landings on their property, have or will be installing chains at those landings.  Noel Junkunc reported that there has already been over 60 volunteer hours at the Snipe Lake landing and no serious problems with boaters to date.  Keith Sack reported that Musky Lake volunteers are at their landing Friday nights,  Saturday mornings, mid day and Saturday evenings as well as Sunday mornings and mid day.  About half of the Musky Lake volunteers have been trained at this point.  They have observed that most of the young people launching boats are aware of the AIS situation, while older boaters are not.  Keith added that a full third of the boaters coming to Musky Lake are coming from Boot Lake.   Mark Glander and Chuck Spitz said that during the Pickerel Lake association’s annual meeting, they had many people sign up for boat inspections, however due to the challenges launching a boat at Pickerel Lake, they do not have as many boaters as the other lakes in Cloverland. 

Marty Ketterer asked James Lynn to review the grant and the need to track volunteer hours.  Jim handed out additional copies of the log sheets that must be used to track those hours.  Marty added that we would provide a cooler kit, for boat inspections, to volunteers from Boot Lake, even if they don’t have a formal association at this point. 

James Lynn encouraged people to attend the AIS Planning Partnership meeting at the Vilas County Court House, Wednesday, June 28, 2006, at 6:30PM. 

Marty Ketterer said that all of the cooler kits are ready for distribution, although we are still looking for affordable vests for volunteers to wear while on duty.  Paul Johnson suggested we could find them at Menard’s.  James Lynn will purchase two vests for each cooler kit. 

Rob Krieghoff and James Lynn encouraged those Boot Lake residents in attendance to form a lake association and to join the Cloverland Lakes Committee.  Some of the Boot Lake residents discussed this and noted that years ago there was a viable lake association.  They are hoping to form another association soon.  Chuck Spitz noted that our committee’s by-laws allow for two homeowners from Boot Lake to become members of our group without a formal lake association.  At that point, the Boot Lake group asked Roger Gerds and Bruce Erdmann to join the Cloverland Lakes Committee, and they agreed to do so. 

James Lynn discussed the importance of monitoring the lakes for weeds.  He reminded the group that a second lake monitoring training session is set for Tuesday, July 11 at 7:30PM at the Lincoln Town Hall.  Two of the Boot Lake visitors commented on the frustrations of some of the Boot Lake residents who cannot leave their dock areas without going through heavy Milfoil weeds, knowing that every little bit of weed debris can easily spread the weeds.  Chuck Spitz reminded the group that without a lake association it would be impossible to get the DNR to approve the use of herbicides. 

James Lynn asked representatives from the different lake associations to take their boat inspection cooler kits with them as they leave the meeting. 

The next meeting of this group will be Saturday, July 22 at 8AM.

The meeting was called to order and the notification of posting was made by chairman Marty Ketterer at 7:05PM.

A motion to approve the minutes from the previous meeting was made by Jim Lynn and supported by Chuck Spitz. The motion carried.

Chairman Ketterer began a discussion of the Clean Boats/Clean Waters inspection grant by announcing that the Cloverland Lakes Committee has hired Paul Johnson as an outside contractor to handle the position of AIS Project Coordinator for this year.

Opening weekend for fishing saw boat inspections at all Cloverland lake landings except Boot Lake. It was noted that every lake in Cloverland, with the exception of Boot Lake, was represented at tonight's meeting. Justine White-Richards reported that during three, three hour shifts a total of 24 boats were inspected at the Musky Lake landing. Most boaters were accommodating with only three "grouches". Noel Junkunc reported seven boats were inspected at Snipe Lake. Noel noted that two long time fishermen were unaware of the AIS issue.

Marty Ketterer introduced Ted Ritter, Vilas County AIS Coordinator. Ted commended the group for their involvement in this important issue.

Marty then read a letter from a Boot Lake resident who wrote that because the state has a public boat landing on the lake, the AIS problem is the state's not Boot Lake homeowners.

The DNR Creel fishing personnel have been trained on boat and trailer inspections.

Jim Lynn reviewed and demonstrated the elements of the boat inspection boxes.

Justine White-Richards reviewed the contents of the informational packets that will be distributed to those who are having their boats checked.

Marty noted that the grant plan calls for another informational mailing will be made in the fall.

Ted Ritter commented on the importance of lake monitoring, and noted that two more lake monitoring meetings are scheduled for Thursday, June 15 @ 6:30PM in Boulder Junction, and Tuesday, July 11 at the Lincoln Town Hall at 6:30PM. Early detection is critical. Terry Howard mentioned that keeping boats out an infected area is important because motors cut up the weed which spreads them faster. Ted noted that in the fall, the weeds themselves will begin to break apart and spread.

A motion to approve the mission statement as presented was made by Terry Howard and supported by Jim Lynn. The motion carried.

A motion to send a letter a letter to the Vilas County Board in support of continuation of the AIS Coordinator's position was made by Noel Junkunc and supported by Jim Lynn. The motion carried.

After a request for volunteers or nominations from the floor to fill the positions of Vice-Chairman, and Treasure, a motion to appoint Jim Lynn as Vice Chairman was made by Noel Junkunc and supported by Terry Howard. The motion carried.

A motion to appoint Jim Lynn as Treasurer was made by Terry Howard, and supported by Bill Hedges. The motion carried.

A discussion of possible agenda items for the next meeting included Boot Lake, Quick Response to AIS, and the impact of chemicals on the lakes.

The next meeting will be Saturday, June 24th at 9AM.
