RE: Cost share allocation for the Unified Lower Eagle River Chain of Lakes Commission Phase 2 2009 Aquatic Invasive Species Management Project

RESOLUTION OF THE TOWN OF CLOVERLAND
County of Vilas

 WHEREAS, the Towns of Cloverland, Lincoln, Washington and the City of Eagle River have created the Unified Lower Eagle River Chain of Lakes Commission, pursuant to Section 66.0301 of the Wisconsin Statutes for the purpose of coordinating aquatic invasive species awareness, prevention and management efforts on the Chain; and

WHEREAS, the Lower Eagle River Chain of Lakes is an important resource used by the public for recreation and enjoyment of natural beauty; and

WHEREAS, a study and examination of the Chain of Lakes will lead to better understanding and will promote the public health, comfort, convenience, necessity and public welfare; and

WHEREAS, we recognize the need for responsible and holistic long-range planning to better manage the lake, its watershed, and its use; and 

WHEREAS, we are qualified to carry out the responsibilities of the aquatic invasive species project; and we recognize the need for responsible and holistic long-range planning to better manage the lake, its watershed, and its use; and 

WHEREAS, a public informational meeting was held on October 9, 2008 at the Lincoln Town Hall to inform the public of the results of the Phase 1 2008 post treatment survey with recommendations for Phase 2 2009 treatment; and

WHEREAS, Onterra, LLC the Lake Management Planning firm made the recommendation to increase the treatment acreage 90.4 acres from 195.2 acres in 2008 to 285.6 acres in 2009; and

WHEREAS, a Commission meeting was held on November 3, 2008 with other elected Officials of the 4 municipalities at the Eagle River City Hall to discuss financial issues of the municipalities regarding the increased costs for the 90.4 acres; and

WHEREAS, the general consensus of the 4 municipalities was that each municipality will share equally in the total municipality shared cost of the treatment of the additional 90.4 acres; and

WHEREAS, the lake associations have committed to sharing equally in the total lake associations shared cost of the treatment of the additional 90.4 acres;  

NOW THEREFORE BE IT RESOLVED that for the Phase 2 2009 Aquatic Invasive Species Management Project the TOWN OF CLOVERLAND will share equally in the total municipality share cost of the treatment of the additional 90.4 acres; and will continue to meet the financial obligations of the municipality share cost of the treatment of 195.2 acres under the shared funding formula stated in the 2007 Joint Intergovernmental Cooperation Agreement which formed the Commission in March of 2007. We understand the importance of a continuing management program the Lower Eagle River Chain of Lakes and intend to proceed on that course.
