Minutes of the Saturday, May 8, 2010, meeting

ATTENDANCE –

PRESENTATION –
Peter David from the Great Lakes Indian Fish and Wildlife Commission - “Wild Rice in the Town’s Lakes and Streams” from 9 to 10 a.m. The presentation was followed by a short break for refreshments and so people could speak with Mr. David.

MEETING DETAILS –
Marty Ketterer called the business meeting to order at 10:19 a.m. and affirmed that notice of the meeting had been posted according to state statute.

Jim Lynn moved that the agenda for the meeting be approved in any order, and Noel Junkunc seconded the motion. The motion passed.

Minutes of the April 10, 2010, were approved.

Marty started with introductions. Officer elections followed. Jeff Currie was elected to continue as secretary and Marty was elected to continue as the committee’s chair for the next two years.

Justine White-Richards reported that the next WAL (Wisconsins Association of Lakes) Annual Conference will be held in Green Bay April 11-14, 2011. The Committee encourages every Cloverland lake resident to consider attending the conference and is willing to help provide financial assistance to anyone who does so.

Marty reviewed the agenda for the July 10 Wrap-Up meeting. It is open to everyone. Ann and Jeff  Currie will produce special publicity for this event in the form of posters; personal invitations mailed to area lake associations, organizations, and individuals; a postcard invitation sent to all property owners in the Town of Cloverland; press releases and public service announcements; and materials at lake conferences coming up in June. 

Marty asked if others shared his satisfaction with the  draft lake management plans produced by Onterra for the April 19 and 24 Planning Committee meetings. Chuck and Jeff  both commented on how comprehensive and useful the drafts were. Marty recalled that Onterra head Tim Hoyman had said that the  CLASS project was probably the first of its kind in the state.

Justine, Marty and Chuck Spitz spoke about the Clean Boats, Clean Waters training Ted Ritter would be providing at the Town Hall at 6:30 p.m. on May 13. Attendees will be able to sign up to volunteer for monitoring duties on dates and lakes of their choice. Chuck will be setting up some refresher sessions at landings for those who have been trained in past years. It was agreed that we needed to find better ways to use and help volunteers.

Regarding the Committee’s spring newsletter, Marty said he thought it was fantastic. Jim Lynn pointed out that body copy was not as easy to read as it could be. Jeff agreed that a larger font and darker type would be an improvement to be made for the next issue.

During her CLASS coordinator’s update, Justine previewed the materials being prepared for the Lake Monitoring Protocol. They will be made available through CBCW monitors at the town’s boat landings.

Public comments –

Dan Wells introduced himself and spoke about the dangers he perceived in the use of chemical herbicides as a measure against invasive aquatic species. He met with Roger Gerds to explain his concerns more fully.

Jim informed the Committee that new CBCW reporting forms were now available. He also reported on the new AIS assistant, Jim Fisher.

Justine expressed thanks to Gail Anderson of Muskellunge Lake who provided baked goodies for this meeting. 

There was discussion about rusty crayfish and laws regarding introducing and transporting various species.

ADJOURNMENT – Chuck moved for adjournment and Carol Anday seconded. Meeting was adjourned at 11:20.

Several important meetings are coming up, but the next Town Lakes Committee meeting won’t be held until August on Saturday, August 14, 2010.

Minutes of the March 11, 2010, were approved as corrected.

Marty started with introductions, then made comments on the commendable extent of the Cloverland Lakes Aquatic Species Survey (CLASS), and congratulated all who have helped make it happen. Onterra’s Tim Hoyman has found lots of variance in the water quality of the 21 CLASS lakes, Marty reported. With so much going on in and around the project, Marty said it will be important for us to keep our focus on the goals of CLASS: the lake management plans and public education and participation.

Marty commended Mike Vinovich for his good work in keeping a record of each individual’s volunteer hours. A disk of each lake’s volunteers and their hours will be prepared at the end of the project. Mike asked for help in checking over a list of some individuals to verify the spelling of their names and to be match them up with their lake affiliation. His spreadsheet is currently 8 pages wide by some 40 pages long, he said, and he spoke of some plans for formatting it. Marty and Justine White-Richards said people should continue turning in their volunteer hour logs on the first of each month. Tracking the hours will show the expansion of what’s being done. 

Chuck Spitz spoke about the laminated, mounted plant samples and the stand for displaying them in the Town Hall. A booklet type of display is being planned for the Olson Memorial Library. Over 20 different plant samples are set to be displayed. Evy Liska and Barb Zima have been contacted about making covers for the display binders. The plan is to have the binders ready to display at the Wrap Up Meeting on July 10. 

The committee next discussed how to share the written comments made by almost 200 of those who completed stakeholder surveys  last fall. Ideas included making them available as pdf files on the website and making copies for the Wrap Up meeting.

Regarding the Wrap Up meeting, Marty spoke about the importance of getting the word out to everyone possible about the event. It was decided that personal invitations should be sent to area town lake committees, the Vilas Lakes Association, DNR personnel, and others. We also discussed sending an invitation to everyone in the Town of Cloverland. In addition we plan to get press releases to the local media outlets, prepare flyers for posting and, perhaps, for inclusion in the Trader. The idea of making calendar stickers was also discussed. Jeff and Ann Currie will prepare a plan, and a list of those who should get personal invitations.

The general agenda for the Wrap Up: mingling and refreshments from 8-9 a.m. in the Student Center, presentation by Tim Hoyman and the Town Lakes Committee and distribution of lake management plans in the auditorium from 9-11 a.m., and post-presentation mingling and networking from 11-noon. 

Marty called for a break so people could enjoy the excellent treats prepared by Janis Gerds and brought by Carol and Alex Anday.

After the break, Justine opened discussion on ways to educate and involve young people in contributing to the health of the lakes. Evie, Mike and Ann brought up ideas including tapping into Children Museum’s resources and personnel, checking resources from WAL, checking what is going on in local schools, considering what audience we want to focus on for different events, and continuing to check on how Camp Interlaken can be involved in this.

Justine reported that she is going to look into a way to get the upcoming Planning Meetings videotaped.

Justine also led a discussion of ways to meet the goal of doubling the number of Clean Boats, Clean Waters volunteers this summer. Refresher course are to be offered, and every training session and refresher course will also be an opportunity for volunteers to sign up for specific time slots on specific lakes. Chuck Spitz suggested that the refresher courses could be held at a boat landing. Chuck said he will do a refresher course monthly with time and date to be determined. Jeff Currie said he thought Chuck was excellent as a person to teach those refresher sessions. We need to have the sign up sheets for volunteers ready by the May 13 training session for beginners being held at the Town Hall. 

Public comments –

Marty reported the high school was waiving its usual $100 fee for using its facilities for the Wrap Up on July 10.

Justine reported on the WAL Convention which she and Ron attended at the end of March. She reported that it was another excellent convention with sessions on a wide range of topics including educating youth and promoting lake fisheries. The focus was on helping lake property owners see that the “coffee cup” view of their lakes was too narrow and that how they each used their property around the lake was a big part of lake management. 

ADJOURNMENT – Marty adjourned the meeting at 11 a.m. and invited people to stay afterwards if they wished to hear more of what Justine had to report on the convention.

The next Town Lakes Committee meeting will be held at the Town Hall beginning at 9 a.m. on Saturday, May 8, 2010. It will start with “Wild Rice on Township Lakes and Streams,” a presentation of about an hour to be made by Peter David of the Great Lakes Intertribal Fish & Wildlife Commission. A short business meeting will follow the presentation.

Minutes of the Nov. 4, 2009 were approved.

Jeff Currie gave a report on the plan and progress of the spring newsletter, and the plan for public communications this spring. He encouraged all to get their lake reports in, along with any other copy for the newsletter. Among the things we want to be sure to highlight in the newslatter are the workshops, especially the one on how lakes without associations could start to network and organize, and the CLASS Wrap-Up meeting on July 10.

Plans for the CLASS Wrap-Up meeting were discussed. Food will be available before the session in the High School auditorium. Booths may be set up also. We want to get maximum media coverage , too, including television. . Perhaps a poster for the event should be developed to be posted on likely public bulletin boards. 

No future CLASS sub-committee meetings are scheduled. In discussing dates for Town Lake Committee meetings it was decided that we should go with the second Saturday of each month as we have in the past. The April meeting will be on the 10th, in May we’ll meet on the 8th (preceded by the wild rice presentation by Peter David), then on June 12, July 10, August 14, and September 11. No date was set for October. The second Saturday in that month would be October 9.

Justine gave a update on CLASS events and upcoming workshops. Pat Goggin can only do the one session he is scheduled for in August. Vilas County Zoning will do a session on septic systems at a time yet to be determined. Involving young people is important and we encourage adults to bring interested children to any of the  workshops. In thinking about events targeted to children, Tom Rulseh brought up the idea of a session involving lake viewing boxes that would enable the children to see near-shore aquatic plants and animals. This is an idea we plan to pursue.

Justine reported on various other CLASS related items: Videotaping the upcoming Planning Committee meetings in April is still being considered, though Justice reported that Tim Hoyman has some concerns about having this done. Justine also asked that people get their logged volunteer hours turned into her by March 31. The plant displays for the Children’s Museum, Eagle River Library and Town Hall will soon be done. A Lake Monitoring Procedure for Invasive Species with a rapid reponse component is being reviewed. Finally, there was discussion on ways to beef up the CBCW effort in Cloverland.

Justine ended her coordinator’s report by stressing that we need to get children involved in events that will orient them toward caring for their lakes. Some discussion followed.

CLASS updates –

Gay Ketterer and Marty have started tabulating the Stakeholders Surveys. It takes about 2 hours to do 20 surveys. A lot have come in. They expect that at least 400 will be returned of the 640 sent out. Onterra will probably begin working with the compilation of all survey data beginning in February of 2010.

In paying Onterra, Gay has been in touch with Jane Malischke, the grant coordinator in Spooner. Volunteer hours that have accumulated so far meet the 25% Cloverland portion of the DNR Grant, amounting to over $55,000 in in-kind value. The committee decided that it would continue to track people’s volunteer hours as more are accrued from now through the end of the project. Marty thanked Mike Vinovich for his diligent, ongoing work of recording the volunteer hours on an Excel spreadsheet.  

Justine reported that she has been working on lining up workshops for 2010, making initial contacts with likely presenters. Suggested additions to what was offered this past summer included the ideas of getting Steve Gilbert to speak on fisheries, and having something on algae. Organizing shoreline sweeps like those done in the Town of Plum Lake last summer was also suggested.

Jeff Currie explained why he was recommending that the Committee not put out a TLC newsletter for this fall. In the discussion that ensued, Tom Rulseh suggested that, in lieu of the newsletter, the Committee could send out a holiday greeting card. It would keep up public awareness of CLASS and what it had accomplished so far, and also be a way to thank Cloverland property owners for their efforts in protecting their lakes. The Committee approved the idea by consensus. Tom said he’d see Lori Hahn at Hahn Printing to get prices for printing and mailing the card.

Justine went over the report she had compiled to present a detailed look at the past summer’s CLASS activities. She also reported that 90 plant specimens had been laminated in preparation for display at the Children’s Museum, the Eagle River Library, and the Town Hall. Sandy Wickman of the DNR worked with her, Mary Spitz, and Ron Richards to do the laminating. Gail Anderson also helped. 

For next summer, there is some uncertainty regarding how Camp Interlaken will be involved in CLASS, Justine reported. Also, she said we do want to address small lake organization, and boosting participation in Clean Boats, Clean Waters and secchi disk monitoring. We will also be working with a Quick Reponse plan and brochure that is being developed this winter. 

To support increased aquatic plant monitoring on Cloverland lakes, Marty reported that he had bought twelve rakes to use for aquatic surveys. 

PUBLIC COMMENTS –

Marty reported that several Committee members had attended the recent meeting in which Tim Hoyman reviewed results of EWM monitoring and treatment on the Eagle Chain.  

Jeff explained that directories could be prepared for each CLASS lake from the contact information that had been gathered over the past summer. This could be done by next spring and could provide a start toward helping lakes without associations gain some organization.

The Committee decided it would have no December meeting and would resume meeting in early March of 2010. It would plan to produce a newsletter to be mailed out in early April.

About CLASS – Marty Ketterer reported on the latest update Mike Vinovich has made to the volunteer hours spreadsheet. It has 1800 entries and shows that we have compiled over 3200 of the 4500 volunteer hours needed for Cloverland’s share of the DNR grant.

Justine reported that Onterra has billed us twice so far. She also clarified the amount of detail needed on volunteer log sheets. Plant lamination for the displays is to be done in Rhinelander on Oct. 21. Sandy Wickman will help with this. The samples laminated will be for the displays at the Children’s Museum, the Library and the Town Hall.

Ann Currie reported that the database now has over 750 entries, and 200 e-mail addresses. She has been updating the database using information she just received through Ted Ritter.

Financial Report – Marty reported that the two Onterra bills totaled $60,000. One has been paid and the other is about to be processed. He intends to seek $3000 for the committee in next year’s Town Budget, the same amount as for this year. He also mentioned that the CLASS grant will cover sending one committee member to the WAL convention in March.

The Shareholders Survey will be ready to mail out on October 19, and we have 11 people lined up right now to prepare it, reported Justine. Connie Turner said the County Clerk would be folding and copying 650 copies of the survey (4 pieces of paper each) and the cover letter (on linen colored paper, 1 sheet). The cover letter asks property owners to fill out and return their surveys by Nov. 2.

Discussion on getting out a fall newsletter – Jeff Currie is to prepare a draft for the next Committee meeting on Nov. 4 and mailing is to be done on Nov. 12 at 9 a.m. 
Ideas for content: Info on the 2010 WAL Conference; Survey reminder; Results from the summer - a list of CBCW volunteers, stats from the most up to date Volunteer Hours spreadsheet, a CLASS update from Justine, and some anecdotal descriptions of discoveries and gains from last summer; a look at what’s ahead for next summer; plans to help with association-forming for small lakes to be done by Marty and Jeff; report on the database and solicitation for more contact info.

Justine reported on ideas for next summer’s workshops. Several of last summer’s speakers are very willing to present again. Some weekday sessions could be planned. Could get topic ideas from WAL, survey responses. Peter David of GLIFWC could also speak about wild rice from a Native American perspective. For CBCW a quick start review session was suggested, and also giving trainees a chance to pledge time or sign up for monitoring slots right at the training sessions.

Marty said that he and Justine are envisioning a big gathering for the CLASS Wrap-up event next summer. It would need to be held at a bigger venue than the Town Hall, it would be open to the public, and it would need to be very well publicized.

PUBLIC COMMENTS –
Chuck said more info on septic systems would be good to provide since all systems in the County must be compliant with new state guidelines by 2013.

Marty told of an e-mail from someone in Manitowish Waters who wants information on our workshop offerings. This indicates our work is having some far-reaching effects.

Tom Lounsbury asked about how fishing tourneys and CBCW efforts go together. Chuck explained that all competitors are told that they will find monitors at landings and that they must cooperate with them, as well as taking personal responsibility for following the laws and CBCW guidelines.

Jim Lynn moved for approval of the minutes for the August 8, 2009, meeting and Carol Anday seconded the motion. The motion passed.

Mike Vinovich reported on overall CLASS volunteer activity. The spreadsheet on which he records individual hours and a running total of hours per lake now runs 162 pages. Overall volunteer activity is good, though “a couple of lakes are lagging.” A dollar equivalent of $39,000 has been amassed by in-kind hours recorded up to the end of July, said Mike. Since we our share of the grant repayment is between $49,000 and $53,000, we’re doing “pretty darn good,” he said. Marty Ketterer pointed out that the Grant ends in 2011. “There is no doubt that there will not be any problem for the Town Lakes Committee as a whole to get the needed (volunteer) hours” to meet our grant commitment, Marty said.

As AIS liaison, Jim Lynn reported that there was a countywide meeting for all town lakes committees coming up on Sept. 21, at the Arbor Vitae Town Hall. The meeting runs from 8:30 – noon. Jim also reported that the county has decided not to fill the lake conservation specialist position that has been open for several months. A town land use planning meeting will be held at the Cloverland Town Hall on Sept. 24 at 7 p.m., Marty said.

Marty conveyed thanks to Jeff Currie for his public communications work, Ann Currie for her database management work, and Janice Gerds and Nancy Hoeltz for providing such excellent food for various CLASS events.

The Committee has spent about a third of its $3000 allotment for this year, said Marty, and fall newsletter prep and mailing will cost about $400, so additional funds are available for this year. Supplying plant sampling rakes to various lakes was one idea he put forward for using some of those funds. Discussion ensued. 

Marty reported that members of four of Lake Mary’s eleven households attended a special meeting with him and Justine White-Richards held on Sept. 5 to consider ramifications of the fact that Onterra, LLC, would not be able to complete the two plant sampling and water quality surveys on Lake Mary that other CLASS lakes will have done. He said that the Lake Mary residents expressed a strong interest in receiving reports of whatever data Onterra has collected, and in continuing to help provide volunteer hours for the project.

Justine reported that she hopes the Stakeholder Survey for CLASS will be approved by the WDNR by the end of September. Gay Ketterer is set to record responses to the surveys as they start being returned. Further discussion on the survey ensued. Marty credted Connie Turner for her work on handling photocopying chores at the extension office for previous mailing. 

Justine also explained that Brenton Butterfield of Onterra would be doing acidity testing on all the CLASS lakes to collect data for his graduate degree work. The data he collects will also be used in Onterra’s lake management plans. She also said that phragmites was found on the shoreline of Boot Lake and will need to be monitored. The invasive form of the plant is quite a problem around Green Bay. She asked how we might want to pursue helping lakes in Cloverland organize, following up on the Aug. 15 session on lake organizations led by Carolyn Scholl. And she mentioned that we gained lots of volunteer hours from attendance at the various meetings and training sessions this past summer, many more than we thought we’d have. She expressed special thanks for the contributed time put in by presenters like Carolyn, Ted Ritter, Laura Herman and Sandy Wickman.

The Committee started to plan for 2010 and decided to make that the main agenda item for its next meeting. Members also discussed the TLC fall newsletter which will be sent in October or November. It should contain a reminder to those who have yet to complete a Stakeholder Survey, the various TLC meeting topics and CLASS workshops planned for next year, and should ask recipients if they would be willing to receive it via e-mail in a PDF format.

The Committee unanimously approved the Town Lakes Committee Policy and Procedures document after this statement was added: “Financial duties will be executed by the Treasurer of the Town of Cloverland.” 

PUBLIC COMMENTS -
Marty told about the core sample recently taken on Snipe Lake. Justine asked for input on creating displays of plant sample taken this summer, and the role of Camp Interlaken. It was decided that that discussion would be held at the next CLASS subcommittee meeting when Mike Vinovich, CLASS’s Camp Interlaken liaison, could be present.

MEETING DETAILS –
Marty Ketterer welcomed everyone to the gathering at 9:10 a.m. and introduced all the Town Lakes Committee members. Each attendee introduced him or herself.

Marty introduced Dawn Schmidt and Mary Greenman from the Vilas County Zoning Department. Dawn and Mary gave a presentation on septic systems and the effects of recent (2008) Wisconsin Department of Commerce changes. One change was the charge to county’s to inventory all septic systems by 2013 which is being done to bring all systems into the 3-year inspection and pumping program. The aim is to bring uniformity to enforcement of that program. “It should not be selective,” said Mary. The presentation also included the effects of septic systems on ground water, wells and nearby lake, and provided tips for prolonging the effective life of a system. This included information about washing machines, toilet paper, detergents, additives, and garbage disposals.
Marty thanked Mary and Dawn for their excellent presentation. A break followed.

Marty called the business meeting to order at 10:10 a.m.
The meeting agenda was approved. So were the minutes for the June 13 and July 11, 2009, meetings. Marty asked everyone to check those minutes on the Lakes Committee website and apprise him of any needed corrections.

Marty reported on the evening CLASS information sessions held on Aug. 4 and 6 for residents of lakes without  formal organizations. Forty people attended the Tuesday meeting and 21 attended the Thursday meeting. “We consider those sessions to be very fruitful,” said Marty. CLASS coordinator Justine White-Richards said she was glad to see the interest shown at those meetings.

Marty and Justine reported on CLASS developments –
- the second series of lake surveys are being done by Onterra, LLC, on all lakes but one that is severely affected by low water levels. Bob Petersen of Muskellunge Lake reported his observation of Oneterra’s work on his lake. They “had it down to a good science,” he reported. Onterra’s third round of surveys will begin near the end of August, Justine said.
- regarding the needed volunteer effort to provide needed in-kind hours, Justine reported that “We anticipate that we’ll be just fine, but we have to keep working on this.” We need 4500+ in-kind hours by the end of the project in 2010. Discussion followed. Justine passd around the sign-in sheet so everyone who stayed for the business meeting could indicate their presense.
- Marty explained that the upcoming Stakeholder Survey is in the preparation process, which includes a review by the WDNR office in Madison. Justine is working out the revisions with Sonya Krogh of Onterra.

Jeff Currie asked if the Committee wanted to get out a fall newsletter and most people at the meeting indicated that it would be a good idea.

Justine said she’d contacted Tim Hoyman about coming to the September or October TLC meeting to present a summary of CLASS activity so far.

PUBLIC COMMENTS -

Joe Pekarek commented on the water level drop on Sunset Lake in just the past few weeks. Justine spoke about the WAL water level conference on July 28 in Minocqua. There have been five years of drought so far. “Scientists do not have all the answers,” she reminded. Speakers at the conference said the drought pattern would change, but had no idea of when. Graphs of long term trends in this area shows a trend toward more drought and less water recovery. Speakers also advised that property owners not disturb newly exposed lakebed. The WAL web site is a good source for information on current water levels. Alex Anday suggested that the new, bigger culverts on Highway G might be affecting the water level on Boot Lake. Marty said that might be possible. Rice Lake is definitely down.

Marty reviewed the upcoming CLASS information sessions. Ted Ritter will speak about identifying invasive species, especially aquatic plants, at 6:30 p.m. on Aug. 13, and Carolyn Scholl will go over benefits of lake associations at 9 a.m. on Aug. 15.

MEETING DETAILS –
Marty Ketterer welcomed everyone to the gathering at 9:09 a.m. and Justine White-Richards introduced Mike Meyer of the Wisconsin DNR who gave a Q&A presentation on shoreline restoration and buffer zones. The “buffer zone” is the interface between the lake and the shore, and also the erosion zone. During his 60 minute presentation Dr. Meyer spoke of the value of having or creating a naturally vegetated shoreline to protect against negative effects from property development on area lakes. He pointed out that property values go down as water quality degrades, and spoke of pilot restoration projects being done on nearby lakes such as Found Lake and Moon Lake. He cited several cost sharing resources and some measures property owners can take to helping restore natural shoreline vegetation. There was much audience involvement and, despite a projector malfunction, the presentation went very well.

Marty called the business meeting to order shortly after 10:15 and promised to follow an abbreviated version of the agenda, which was approved in any order. Minutes for the 6-13-09 meeting and the proposed Town Lakes Committee Policy and Procedures document will be addressed at the August meeting.

Justine reported on CLASS developments, starting by speaking of lakes that “we’ve heard little from.” She asked everyone present to spread the word on CLASS, and to be sure to keep track of the time spent doing so. 
- Marty commented that we still need about 3000 volunteers hours to meet our part of the WDNR Grant. The deadline for volunteer hours is believed to be 2010. Marty spoke of Dave Long, a Nelson Lake resident, who will present on-lake demonstrations of secchi disk use for any Cloverland lake residents. 
- Mike Vinovich reported on the CLASS orientation held at Camp Interlaken on June 28. Sixty 8th and 9th graders and their counselors participated. An aquatic plant display will be set up at the camp, and a prototype has already been created with available materials by camp employee Greg Ratliff. The next group of campers, who arrive on July 24, will be collecting and pressing plants for the display, and also for displays to be set up at the Town Hall, and the Children’s Museum and the Library in Eagle River.
- Jeff Currie reported on the various newspaper articles, radio spots and TV coverage that of the past few months. He also reported that the Committee’s website is now updated. Looking for and circulating information about the continued news of CLASS is important to keep up. Seeing how the Committee can act as a repository of key lake health contact information will be important as time goes along.
- Justine reported on the excitement shown at CLASS workshops and presentations. Fifty people attended the aquatic plant identification workshops on July 3. Justine displayed materials on aquatic plants that were available through her -- Through the Looking Glass” for $11 and a laminated guide for $35 -- and previewed upcoming workshops. She pointed out the recently added AIS identification session that Ted Ritter will present at 6:30 p.m. on Thursday, Aug. 13. Justine said she also plans that Vilas Zoning Department employee Mary Greenman will be speaking about the impact of and regulations about septic systems on shoreline properties at the next Committee meeting on Saturday, Aug. 8. Other upcoming workshops include 5-hour Aquatic Plant Sampling workshops being presented on July 18 and Aug. 1 and a session on forming a lake association on Aug. 15. http://www.townofcloverland.org/lakes/homepage.html

LAKE REPORTS -
- Roger Gerds reported that Boot Lake had its second annual meeting on July 4th and that the lake community is “really coming together.” He said he was “glad he didn’t give up” as he was working over the past several years to get the lake association re-established.
- Tom Rulseh reported that McDonald Lake had 30 people at its annual meeting which was focused on the CLASS project.
- Marty reported that a limnologist will be taking a core sampling of the bottom of Snipe Lake this summer to determine the historical composition of nutrient flush into the lake. It will cost $600 and Marty reported that the limnologist could do several other lakes while he’s in the area.
   
PUBLIC COMMENTS –
- AIS liaison Jim Lynn reminded everyone of Our Changing Lakes, the workshop on the area’s low lake levels that will be held in Minocqua on July 28. The session is being organized by the Wisconsin Association of Lakes (WAL). Registration is $25 and people can go online to pre-register. http://www.wisconsinlakes.org/events/09july_lowlake.html
- Connie Turner thanked Marty for the letter he had sent to residents of Perch and Lotus lakes. “Well done!” she said. Marty said he thought the motor usage issue on those lakes was now resolved.
- Tom Rulseh asked about any feedback so far from the surveys Onterra did on CLASS lakes in June.  None was available except mention that a rare native plant was found on Seneca and Nelson lakes.
- Chuck Spitz asked about timeline or schedule for the rest of Onterra’s work this summer. Marty said Onterra expected to begin its July surveys this week (week of July 13) or next.

Marty Ketterer called the meeting to order at 9:08 a.m. and verified that the committee had made all required postings of today’s meeting. A motion to approve the agenda in any order was made by Mike Vinovich and seconded by Carol Anday. It passed.
Minutes of the previous (5-9-09) meeting were approved as corrected.
All present introduced themselves. 

Marty led a review of the Committee’s “Policy and Procedures.” It was decided that 
1. the position of treasurer could be deleted since all financial matters of the committee could be handled by the treasurer of the Town of Cloverland, 2. the mission statement in that document should be consistent with the one used on the Committee’s web site, and 3. the provision about voting needed revision. The revised document is to be reviewed at the next Committee meeting.

Chuck Spitz was elected to be the Committee’s vice-chair for a two-year term running through May 31 of 2011. Elections for chair and secretary are to be held next May.

Marty also went over a draft of an organizational chart for the Committee. It included the officers, the CLASS ad ho c committee for the CLASS project, and other standing positions. Discussion ensued. The consensus of those present was favorable.

Justine White-Richards spoke about program ideas for future summer Committee meetings. Septic systems, shoreline restoration and fisheries were topics brought up by her and Marty. It was decided that she would line up a speaker on shoreline restoration for the July 11 meeting.

Justine also reported on upcoming CLASS training opportunities. Both Sandy Wickman and Laura Herman plan to be at the Aquatic Plant Sampling sessions on July 18 and Aug.1. Two pontoon boats may be used, if needed, on the 18th. That session will be on Muskellunge Lake, and the other session will be on Boot Lake. Justine reported that Susan Knight is also willing to do an afternoon session of her July 3 Native Aquatic Plants Identification session, if demand warrants it.

Justine also expressed concern that we get the word out on volunteer opportunities and do all that we can to expand our volunteer base.  Being sure that people claim all the hours they earn by filling out and submitting work logs is also very important. Mark Glander said it would be a good idea to post ongoing totals as volunteer hours accumulate.

Meetings on June 6 were all successful. Forty people attended Ted Ritter’s CBCW training in the morning. The Kickoff drew 70 people and was covered on Newschannel 12 out of Rhinelander. Representatives from eleven of the CLASS lakes attended the Planning session later in the afternoon.

Onterra’s schedule for June water quality and curly pondweed surveys was passed out near the end of the meeting. 
   
LAKE REPORTS –

Finley – Mike Vinovich reported that Camp Interlaken is about to open and that he expects all 40 of the ninth grade campers to receive CBCW training on June 28.

McDonald – Tom Rulseh reported that the annual meeting will be held at the River Forest Resort Lodge on Sunday, July 5, at 10 a.m. Carolyn Scholl will be the speaker.

Pickerel – Chuck Spitz reported that the annual meeting will be the evening of June 20 at 6:30. There will a boat parade on July 4th, followed by a picnic. They are looking for more monitor volunteers for the boat landing.

Sunset – Joe Pekarek reported that the association had its annual meeting on May 23. The meeting focused on CLASS and they made sure that all those present signed in on a Work Log to claim the in-kind hours. A social event for the lake will be held at the Zimas on July 3. There will be a second directors meeting later in the summer.

Snipe –The boat landing is open and activity is low, though more volunteers are needed as monitors. The annual meeting will be in July. Water quality inspections have begun and water quality is excellent. – Noel

Nelson – The annual meeting will be July 3 and Mike Meyer is the speaker. – Ann

Muskellunge – The annual  meeting will be August 1 at the Conover Pavilion. A bear expert will be the speaker. The lake association also plans to send out a mailing to get more CBCW volunteers. - Justine

Boot –Carol Anday reported that the annual meeting will be July 4 at Roger Gerd’s house. Association secretary Linda Erdmann is going to the homes of each lake resident to get the word out on CLASS volunteer opportunities.

Perch – Connie Turner reported that, organizationally, things there are “dormant.”

PUBLIC COMMENTS –
Noel gave Boot Lake a well deserved pat on the back for the progress made there over the last few years in organizing and addressing their Eurasian Water Milfoil situation. He had suggested earlier in the meeting that CBCW volunteer efforts be focused on Boot Lake.

Boot – Roger reported that Carol Anday would be the boat landing coordinator on their lake. The lake association’s board meeting would be this month, and the annual meeting would be in July. - Roger 

Snipe – The lake association board meets on May 16. The boat landing is open, more volunteers are needed as monitors. The annual meeting will be in July. Water quality inspections have begun. – Noel

Pickerel – The annual meeting is June 20. The boat landing is open and has had some traffic, looking for more monitor volunteers.

Sunset – The lake association annual meeting is May 23, Marty will be the speaker. The association board hopes to move the annual meeting to a date later in the summer. Another social event is planned. Rezoning from All Purpose to R-1 Residential is being studied. The lake lost Ken and Audrey Krieck this year. – Barb

Nelson – A loon nesting platform has been put out, after receiving permission to do so last fall from Mike Meyer of the WDNR. The annual meeting will be July 3. – Ann

CLASS REPORTS –
Justine spoke of the importance for each individual to keep up his or her own log, and to record everything, including meetings attended. We will still use attendance sheets at meetings, too. Redundancy is better than missing something. Tom suggested that the log form could be e-mailed to people as a PDF.

Hours from CBCW monitoring also needs to be gathered from those who are reporting this to the state. Discussion followed on CBCW monitoring and how to get lakes without public landings involved.

For lake association meetings, the part covering CLASS related topics counts too, so get this information to Justine.

Marty reported that the $25,000 advance from the DNR has been received. Town Treasurer Gay Ketterer will keep track of CLASS expenditures and issue checks as needed. Town budget has $130,000 designated for CLASS. The CLASS subcommittee needs to check financial and plan for expenses, he said. Also a need to determine what is part of the grant and what is a Town Lakes Committee expense. Gay advised that we utilize the grant for all qualified expenses to make sure we make use of all grant monies.

Discussion on involving all the 21 lakes and getting volunteers – Jeff suggested that we work through the various lake representatives and make up a list of all the volunteer opportunities. Justine pointed out that the grant period actually runs through December of 2011. Several people remarked on the need to get others involved and give them some ownership of the project.

Justine emphasized that Ted Ritter wanted a representative from each lake at his AIS Lake Monitoring session on May 23. Ted could schedule another session if we had enough people.

Marty ran through all the meetings and training sessions planned for this summer, including Town Lakes Committee meetings on the second Saturday of each month.
Discussion followed on planning special speakers for particular TLC meetings. Justine said Carolyn Scholl would be available for the Sept. 12 meeting.

Mike Vinovich reported on the ways that Camp Interlaken will be taking part in CLASS this summer. Ninth grade campers will be working on displays of the plants that are taken from each lake. A CB-CW training session is also being scheduled for the campers. Mike pointed out that camp leaders are very willing to have their campers take part in CLASS.

CLASS updates were presented. Marty Ketterer presented a summary of the project and some background information. He thanked Justine White-Richards for doing so much to get the project together.  Jim Lynn also commented on the great timing and great work done to get the project funded. He pointed out that the grant we received for CLASS is the only one of its type in the county. Many grant applicants got only part of what they requested, or nothing at all. Justine pointed out that Onterra, particular Tim Hoyman, had done a great job in getting the grant application together.

Justine spoke about and put out a sign-up sheet for the upcoming Clean Boats, Clean Waters training on April 25. It’s important to have some Boot Lake residents take part.

She also clarified that communication with Onterra needs to go through her to avoid confusion and taking up time of Onterra personnel unnecessarily.

Regarding volunteer hours, we need $4,500. People should include quarters of hours working as volunteers. Each person should keep track of hours put in on a personal; log sheet to be givn to Justine each month. We get credit for miles traveled to do CLASS work, too.

Regarding funding of the project, Marty explained that the Town will get a $25,000 advance for Onterra from the DNR. The DNR needs documentation to provide specific payments as the project goes along. The Town has been very supportive of this project and  a $130,000 reserve set aside to make sure funds are there as needed.

Questions came up about accepting cash donations to help pay lake shares of the cost. Discussion ensued.

Justine said the focus on lakes meeting their share of the cost was on volunteers hours. The project is very inclusive and there are lots of opportunities for people to earn volunteer hours.

The Town Lakes Committee newsletter and general communication and publicity was the next topic discussed. Ideas for the newsletter included info on the stakeholders survey, including CLASS on the agenda of lake association meetings, and including all the workshop dates.

Tom Rulseh suggested a feature story on Onterra and its role in CLASS, prepared to come out in May as a way to get attention for the kick-off meeting on June 6.

Dates for future Committee meetings were set. They’ll be held at 9 a.m. on the second Saturday of each month from May through October. The next meeting will be at 9 a.m. on May 9.

Jim Lynn reminded everyone that beetles were available to combat purple loosestrife infestations. Notify the county to get them

Marty reminded everyone of the May 2 water level presentation at Pines auditorium.

Justine recommend that everyone consider attending furture Wisconsin Association of Lakes conventions. She found the one this past April very rewarding.

Carol Anday moved for adjournment and Howard Sauermann seconded the motion. It passed unanimously. The meeting was adjourned at 11:14 a.m.
